In the congressional campaign of 1890issue was squarely joined upon the neo-Republican policy. The billion dollarsgone, the Force Bill, and, to a less extent,the McKInley tariff, especially its sugarbounty, had aroused popular election, an unprecedented landslide,precipitated a huge Democratic majorityinto the House of Representatives.
