Brig. Gen. Richard Coulter celebrated American Independence Day in Havre, France on July 4, 1918. He was joined by a French Admiral, British General, and Portuguese Colonel in the ceremonies. The photograph was taken by Pvt. Barnes and was passed by the Censor on August 2, 1918.
