Owing to the gradual development of our Public School Systemand the constantly increasing need for and sentiment in favor ofadditional encouragement from the State, this aid has been givenin a number of different ways, and from various sources, which maybe enumerated as follows: THE FREE SCHOOL FUND. This fund is made up from four different sources. (1) Between the years 1815 and 1873 a tax was laid on Incorporatedhanks, which produced in that time $113,; this amount, as it accumu-lated was invested in bank stock for the benefit of the public schools ofcertain counties—Alleganj% Charles, Calvert and Garrett never having beenincluded. This produced in 1909, $7, (2) During the 1812 War $229, was advanced to the National Gov-ernment, and when returned to the State in 1858 was invested for publicschools, and the income distributed among the counties and City
