A construction project in the Wiliamsburg neighborhood of Brooklyn in New York

A construction project at 224 Whythe Avenue in the Wiliamsburg neighborhood of Brooklyn in New York is seen on Wednesday, June 16, 2010. As of May 2010 there were 615 stalled construction sites in New York with 279 of them in Brooklyn with 73 of those in Greenpoint and Williamsburg. Zoning changes in 2005 promoted residential development in areas previously designated industrial. Some of the stalled sites have come back to life as money is becoming more available. (© Richard B.
