Sir William Noy or Noye (1577-1634), Attorney General in England under King Charles I. On Noy’s advice, the crown imposed Ship Money, a hated tax that helped to trigger the first English Civil War. This engraving was used in the 1740 edition of 'History of the Rebellion and Civil Wars in England' by Edward Hyde, Secretary of State for Foreign Affairs to King Charles I, who was later raised to the peerage as 1st Earl of Clarendon. William Noy was born in St Buryan in Cornwall and represented four Cornish constituencies in Parliament: Grampound (1604 - 1611), Helston (1621 - 1622 and 1628 - 1629), Fowey (1624 - 1625), and St Ives (1626). He was appointed Attorney General in 1631 and in this post became embroiled in the political controversies which led to the first English Civil War. It was on his advice that the crown imposed Ship Money, a tax originally levied on coastal areas in wartime which the king attempted to extend to inland counties while the country was at peace. This hated tax helped trigger the outbreak of fighting in 1642. Cornelius Johnson or Cornelis Janssens van Ceulen was a Flemish painter active in England in the first part of the 17th century.
