If thewhole available space were to be devoted to the use of personson foot, it would not be more than sufficient to accommodatesuch crowds as may be expected in the future. On the otherhand, we believe a carriage road will not work any very greatinconvenience for some years to come, and we have, accord-ingly, placed a driveway on the submitted plan. It appears from the topographical survey that the elevationof the top of the beach varies from grade 15 to grade 20, theelevation of mean high water being grade 10.
