Beltran with the Secretary’s Silver Medal during an employee engagement held at Coast Guard Sector San Diego, Feb. 10, 2017. As a member of the USCG Maritime Intel Fusion Center, Living Marine Resource Program, Beltran helped to develop a methodology for finding criminal networks engaged in illegal, unregulated, and unreported fishing that is now the Government’s standard, and has been adopted by several other countries.
