Kościuszko was a Polish hero of the American Revolution. As an engineer, Kościuszko built fortifications that protected West Point, Philadelphia, and Saratoga. The wreath-laying was part of a two-day celebration of the 230th, May 3, 1791, Polish - Lithuanian Commonwealth Constitution.
