He was (no doubt quite rightly) a warmpartisan of Lord Torrington against Edward Russell in the matter ofthe battle off Beachy Head in 1690 : he did not always get on wellwith the military commanders who were associated with him inexpeditions, in the attempt on Cadiz in 1702 ; and at least oncehe was called upon to defend his conduct in Parliament. Had hebeen less of a politician he would not have been shelved by the Whigsimmediately after his great victory oflf Malaga.
