New York Guard Specialist Gil Elliot adjusts a mobile UHF radio designed to be used as part of the Division of Military and Naval Affairs Military Emergency Radio Network, or MERN system, during emergencies during training on Feb. 20, as other members of the New York Guard's 88th Brigade look on. The New York Guard is a state volunteer force which augments the New York National Guard during state emergencies. Each New York Guard brigade will have a team of MERN operators.
