Rachael Gosnell, European engagement officer for the Commander Naval Forces Europe in Naples, Italy, who was at here as a guest lecture for the Marshall Center’s Program on Applied Security Studies, cut the cake at the Marshall Center’s 243rd Navy Birthday Celebration Oct. 11.
