Difficulty exists in deciding the question of harmlessness ofcolors because all substances, including food, are capable ofproducing injurious effects if ingested in sufficient amount; thatis, the question is a quantitative one. The injurious action mayarise because the quantity ingested exceeds the capacity ofphysiological adaptation. Hence, because a certain largequantity of color, when administered to an animal, produces aharmful effect, it may not be concluded that the color is essen-tially injurious. Such an observation establishes the quality ofaction; whether it is essentially injurious will be determined bywhether the amount in food is or is not removed by a widemargin
