The notional scenario involves a tractor-trailer crashing into a building in downtown San Francisco and another exploding nearby, releasing a harmful vapor cloud. At that same moment, a separate unknown chemical was released inside a theatre where more than 12,000 people were attending a sold-out concert. During evacuation, a cargo truck exploded.
