World War 1, Posters issued by Belligerant and Neutral Nations 1914 1919 Charles Dominique Fouqueray (Le Mans, 23 April 1869–28 March 1956) was a French studied at the École des Beaux Arts in Paris under Alexandre Cabanel and Fernand Cormon. From 1908 he was Peintre de la Marine, following the career of his father, a naval officer. He was recipient of the 1909 Prix Rosa Bonheur, then in 1914 the first Prix de l'Indochine. Désiré-Félicien-François-Joseph Mercier (21 November 1851 – 23 January 1926) was a Belgian Cardinal of the Roman Catholic Church. He served as Archbishop of Mechelen from 1906 until his death, and was elevated to the cardinalate in 1907. Mercier is noted for his staunch resistance to the German occupation of 1914–1918.
