The average area of a county, except in thethinly-populated Northwestern states, is from 500 to 800 squaremiles; and the average population outside of the cities is some-where from 10,000 to 20,000. Of course a popular assemblyis impossible for such large districts. In place of it, is setup the board of elective commissioners, the county treasurer,school superintendent, sheriff, registrar of deeds, and manyother officers; in the so-called compromise states there isalso a representative county board. In New England the county issimply a judicial and military subdivision : the court-houses, jails,registries of deeds, and in some cases the poor-houses are countybuildings; but the counties have very little control over roads,and almost none over the conduct of individuals. Upon thewhole, the county gradually gains ground in New England asan administrative unit, although it is hard to keep it fromextravagance. In the South the county has been since colonial times almostthe sole unit of local government. In Louisiana the so-called parishes are really counties. The principal officers are aboard of county commissioners, and financial officers — alsosuperintendents of roads and of education; there are variousjudicial officers, including a public prosecuting attorney, who inVirginia is popularly called Commonwealth.
