The Citadel was commenced at the vulnerable southern end of the City Walls in 1541 by King Henry VIII though it was never finished The two drumtowers of the County Buildings and Courthouse were designed by Thomas Telford and Sir Robert Smirke and incorporated the earlier Citadel in 1807 to 1812 William Earl of Lonsdale was Lord Lieutenant of Cumberland and Westmorland from 1802 to 1844
