Maj. Kim Pipkin of the Medical Command, Army National Guard, is promoted to the rank of Lt. Col. by Army Maj. Gen. Robert E. Livingston., Jr., the adjutant general for at a ceremony at the Emergency Operations Center in West Columbia, , Oct. 13, 2016. Pipkin had been working at the Joint Operations Center supporting Hurricane Matthew response since Oct. 3, 2016.
