He graduated fromBrown University and received the degrees of , in 1870,and , in 1873. He followed the study of law in theoffice of Thurston, Ripley & Co., then leading practitionersin Providence, R. I., and was admitted by the SupremeCourt of Rhode Island on 30 May, 1872 to practice in theState Courts, and later to practice in the United StatesCourts of the District. He took an interest in military mat-ters and after some years service was Judge Advocate Gene-ral of Rhode Island, with the rank of Colonel from April,1877 to April 1879. He was a member of the CommonCouncil of Providence (the lower body) 1899, 1900, 1901,and a member of the Board of Aldermen 1902 and 1903, thelast 3ear being President of that body.
