The council has adopted a definite program encourag-ing the development of local engineering organizations,and in line with this policy will expect local organiza-tions to take a good deal of responsibility in their locali-ties in the various pieces of work which American Engi-neering Council undertakes. The council is also working toward a worldwide co-ordination of the engineering associations. It haschanged its committee on Russian affairs into a com-mittee on international relations. One important piece of work was the election, byunanimous vote, of Lawrence Wilkerson Wallace to besecretary of the council. Mr. Wallace succeeds L. of New York, who has been acting secretarysince the formation of the council last L. W. WALLACE Mr. Wallace was born in Austin, Texas, August 5,1881. He was graduated from the Agricultural andMechanical College of Texas in 1903 with the degreeof in Mechanical Engineering and received thedegree of from Purdue University in 1912. From1903 to 1906 he served a special apprenticeship withthe Santa Fe Railway and was a member of thePurdue faculty from 1906 to 1917, becoming headof the department of railway and industrial manage-ment. During this period Mr. Wallace conducted • re-searches and did consult-ing work in railway me-chanical engineering andfactory management. Forseveral years he investi-gated fire losses from loco-motive sparks and gaveexpert testimony in manyfire cases. Mr. Wallace is an authorof technical works and hisvolume on Car Designis used as a textbook aswell as generally by de-signers. He also haswritten special instructionbooks for railway educational departments and paperson engineering and management topics
