"The Carpenters TMO was first set up in 1997 when the Carpenters Estate residents voted for the estate to become a TMO. When Carpenters TMO started managing the estate in April 1998, it has a contract called a “Management and Maintenance Agreement” which lasts for 5 years at a time. This agreement (MMA) is a legal document detailing all the responsibilities of the TMO and the responsibilities of LBN. LBN gives the TMO an allowance to deliver management services on their behalf. An overwhelming vote of confidence from TMO residents in September 2003 meant that the TMO was able to continue managing. In 2009, there will be a second re-ballot of all residents for your vote to Keep the TMO in control of your services for the next 5 years. A TMO is "the TMO is an organisation of residents who have employed their own staff to manage services that LBN have agreed the TMO to be in control of. LBN remains the landlord, therefore residents living on Carpenters estate are entitled to a wide range of services just like other council residents in Newham in accordance with the lease or tenancy agreement."
