Allbritton, outgoing commanding officer of amphibious assault ship USS Boxer (LHD 4), addresses the crew during Boxer’s change-of-command ceremony held on the flight deck. During the ceremony, Capt. Ronald A. Dowdell relieved Allbritton as the ship’s commanding officer.
