This quotation is introducedhere to show that the makers of the Constitution of theState appreciated the truth that the first purpose ofpublic education is the preparation of the youth for theduties and responsibilities of intelligent citizenship. Theyoffered no other reason for the provision for schools. Isit not reasonable to suppose that a very important part ofthis knowledge and learning is a thorough understand-ing of the governments—both National and local—underwhich we live ? It has seemed to the author that in thestudy of this subject the emphasis has been put too con-stantly upon the National Government and too little atten-tion has been given to the institutions of the State andto local administration.
