Transcription: Five miles west of Portland and three miles east of St Aubert near Mo River[Missouri River] June 23rd His Excellency Genl Lyons & Col We drop you a few lines to inform you of the remarkeable character and actions of certain notorious persons liveing in and near this neighbourhood. The most notorious and influential is Col James Brewer, who raised and drilled the first two Companys of Secessionist in this vicinity. has been teaching broad sword exercises, holding councils &c. to influence the youth and uninformed to act of treason. The next is Doct Riggins of Portland an influential leader and spokesman at their Drills. Next is Esq Wm Jackson[William Jackson] as devoted as any other, but not quite so influential. Next is John Berry a Lieutenant, and Deputy Sheriff of this County, went south last winter, took the extreme southern secession fever, and on his return converted his father Edward G Berry from a Union to a strong and influential secessionist. [Next] is Wm C. Ore[William C. Ore] a storekeeper and Postmaster at Reform five miles from Portland. Next is George W. Law orderly serjeant owns 25 negroes but very much of a gentleman believes a Union Man is entitled to his Political constitutional privileges. The object of this letter is to inform you that by the takeing of the above named persons into custody and detain them for several days at the arsenal or otherwise, to teach them that treason is a vile offence &c. and that offenders can not at any time be released by takeing an oath which unprincipled men disregard at pleasure. More can be done by breaking down the leaders than a hundred battles Killing up the misguided boys and ignorant men, and on the part of government save much innocent blood. Col Brewer & Doct Riggins were both in the Mexican War, are wily, and arch intriguers. Brewer was also in the Canada difficulty trying to provoke a war between the U. States & Great Britain. Br
