Based in Bristol, England, W. D. and H. O. Wills was one of the largest British tobacco products manufacturers. By 1924 they were a part of the Imperial Tobacco Group of Great Britain and Ireland but still had a certain amount of autonomy. The company was also a prolific publisher of cigarette cards.
