Daniel Hokanson, chief of the National Guard Bureau, recently attended a conference in Columbus, Ohio, featuring keynote speakers such as Hokanson, Gen. James McConville, chief of staff of the Army, and Gen. Charles Q. Brown, chief of the staff of the Air Force. For Whitehead, representing Guard enlisted at the conference, which was attended mostly by commissioned officers, was “an inherent responsibility.”
