Neither the East nor West India Docks were open to strangers without per-mission being first obtained, but at all the other docks the gates arc freely openduring the hours of business. The system of exclusion was at one period sorigid, that the crews were discharged on the ship entering the dock. They arenow allowed to remain on board, subject, of course, to strict regulations rcsjiect-ing the use of fires. The number of persons employed in each of the docks isvery great, and a large proportion of the labourers are taken -on only by theday.
