Rates of Increase. The following table, showing the rates of increase of thetwo races for each ten-year period during the past century,leads to a similar conclusion, that is, that for a half-centurythe negroes increased more rapidly than the whites, whileduring the last half-ccutury they have increased lessnipidly. It is well known that as the population of a state orcountry increases, such increase goes in constantly risingproportion into its cities; in other words, that urban popu-lation increases at a more rapid rate than the total popula-tion, especially after the population has passed a certainaverage density. This country presents an excellent exampleof this tendency of population towards the cities. At thetime of the first census only 3^ per cent, of the total popu-lation was in cities of
