The jirga was an oportunity for the Maliks to voice security, education and corruption concerns. The Shinwari sub-tribes committed to working with security forces by signing an anti-Taliban Shinwari Pact. The jirga, according to television and radio reports, sent a powerful and irrefutable message of tribal solidarity to the Taliban and those allowing corrupt governance. “I applaud you for [signing the agreement],” Simmons said. “We stand ready to fight to the end for peace and victory alongside you and our Afghan National Security Force brothers in arms.” (Photo by Army Sgt.
