C COAL TO SOUTH DAKOTA. 631 The general situation with respect to the Wyoming and Montanacoal fields is fully described in the two reports just mentioned andneed not be repeated here. But it is here contended that our find-ings in those cases only partially relieved the situation and did. not result in the establishment of such rates as would permit afree movement of coal from the Wyoming and Montana mines toany points in South Dakota east of the Missouri River.
