This point was discussed again and reminded one of the care that is taken in the nego-tiations of international treaties, which must beginwith the interchange of the credentials of envoys repre-senting the governments concerned, hi reality, thesewere pour parlers between the representatives of twocontending bodies who had been induced to strive forpence rather than for war, and to work jointly for theformulation of a treaty. It was natural that each shoulddemand that the other side demonstrate its authority toact for the organization, or organizations, that it claimedto represent. Upon this very issue the first meeting of the jointcommittee resulted in failure. Again conciliation was. C. H. CANDLER. Emerson McMillin, brought into play, and after a conference with M. Marks, acting chairman of the conciliationcommittee, the employers committee consented to an-other meeting with the committee of the unions onOctober 28. At this second meeting the question ofauthority was again raised, and it was agreed that thecommittee of the union should secure full power on thenext evening from a special meeting of their organiza-tion. This was done, and on October 30 the two commit-tees, now with authority to act, met at the rooms of theCivic Federation.
