Carney Jr. reviewed the troops of the Delaware National Guard for the first time as governor following a ceremony in honor of former DNG Adjutant General (ret) Frank D. Vavala. Vavala was promoted to a Four Star General in the Delaware State Militia. This prestigious accomplishment marks the first time that a general has achieved the rank of four stars in the state of Delaware. Gov. Carney and Timmons pinned the four star rank insignia on Vavala. Distinguished guests including members of the State of Delaware Congress and Senate, and Delaware State University Leadership were in attendance.
