SECURING COMMON LABOR 213 hampered in my work in any way, shapeor manner, and I am free to say this agree-ment was strictly kept. The distance ofthe commission from the work as wellas its make-up, did not admit of any otherplan of procedure. As constituted, themembers of the commission, who werecivil engineers, were designated to act inan advisory capacity. But I knew full wellthat none of the board had the experiencein either such construction work or trans-portation matters that would qualify themto dictate to me how matters should beplanned and handled, and frankly I deter-mined early that they should not. I wish candidly to say that the commis-sion cheerfully, as far as I know, acceptedthe situation, cooperated with me to theutmost, and approved formally of all myacts. I was accused by busy-bodies ofbeing a law unto myself, of having cut thecable and all such nonsense. Not a word
