Galler Deputy Assistant Secretary for Environmental Affairs Department of Commerce Washington, 20230 Dear Sid: I have read with interest the draft environmental irapact statement of the directors, National Marine Fisheries Service, National Oceanic and Atmospheric Administration, and Fish and Wildlife Service, Department of the Interior. For some time I have been professionally acquainted with affairs of the above mentioned federal services and have enjoyed occasional collabora- tion with them. I have had rather close association with the Alaska Department of Fish & Game, its Commissioner and his able staff. It has been a pleasure to communicate with these men, to have joined some of them in research upon marine mammals and to record their valuable contributions to scientific knowledge and higher education. The Alaska Department of Fish & Game com- prises individuals with long and varied experience with the animals of Alaska in the diverse environments of the State. I am particularly impressed by the knowledge that I have found in the Department of the marine mammals of Alaskan coasts and waters. This know- ledge shows clearly in the evaluations of status of species of marine mammals, the management of which is proposed to delegate to the State of Alaska. I believe that the proposal to delegate authority is in the public interest. It will assure the studious attention for the public benefits that can be derived from the attention of these men of high scientific repute
