The fourth responsibility with which he was en-trusted at that meeting was to act as a member of theCommittee of Ways and Means appointed to securefunds and make possible the publication of an officialorgan of the General Council, of which Dr. H. E. Jacobswas elected the Editor-in-Chief and Rev. George the Managing Editor. He at once became thechief adviser of the latter, who was charged with theduty of raising a guarantee fund of $10,000, and wasmade the chief promoter of the new enterprise.
