Un-domiciled individuals escape the cold in the subway in New York on Tuesday, January 7, 2014 as the "polar vortex" arrives in the city bringing with it record cold temperatures as low as four degrees. Arctic cold air arrived in the city with below zero wind chills and officials have activated the Winter Weather Emergency Plan where the Dept. of Homeless Services will double its outreach program among other coordinated city actions.
