Thereis a good water supply, brought in pipes toconvenient places in the town, and afountain erected by him in the square nearthe barracks, quite in keeping with itssurroundings ; and during his absence fromKtema on one occasion, the municipalityput in a stone bearing a suitable fountain was erected in honour of theJubilee of the late Queen. A system ofagricultural banks has also lately been startedin the villages in this district with completesuccess. These banks will do a great dealof good in enabling farmers to borrowmoney at reasonable rates, and rid theisland of one of its chief hindrances to 180. Paphos. successful farming, namely, the money-lender,who lends only at exorbitant rates ofinterest, which the native farmer cannotpossibly meet, even if he has had a fairlygood year, and the result is that many, ifnot most, of the farms are mortgaged. Great numbers of peasants, who wereformerly landowners, are in the unenviableposition of being in debt to these money-lenders, and their land is mortgaged. I do not wish, by quoting somewhat atlength the advantages and improvementswhich have been carried out in Ktema andthe district round, while I have said littleof what has been done in other parts ofthe island, to disparage the efforts of otherDistrict Commissioners in the same directionwithin their respective sp
