(May 17, 2018) - Vice Chief of Naval Operations (VCNO) Adm. Bill Moran speaks at the Fiscal Year 2017 Sailor of the Year ceremony at the Navy Memorial in Washington. The four Sailors of the Year (SOYs) represent Fleet Forces, Pacific Fleet, Navy Reserve and Navy Shore, respectively. Throughout their weeklong visit to Washington, the SOYs and their families toured historic sites and enjoyed special events held in their honor.
