In several coloniesthe legislatures had voted that schools should be estabHshedby all towns containing a certain number of families. Mas-sachusetts threatened to fine towns which did not obey thelaw. Twice the fines were doubled, but it was easier to paythem than to support teachers. In Pennsylvania parentswho did not teach their children to read and write werethreatened with a fine of £5.
