We fear that public sentiment has not beenadvancing on right lines with regard to thewhisky traffic during the last decade. Therehas undoubtedly been a great increase of sen-timent against the traffic itself, but variousexpedients for regulating it have been ontrial, and the public mind has been somewhatin suspense. Meantime, pending the trial ofthese expedients, the traffic has been growingin magnitude, especially in the large townsand cities, and there is danger that the pub-lic conscience as to the enor
