Navarro and Carruthers are two of over 25,000 international sailors and Marines from 20 countries in New York for International Naval Review 2000, a week-long event billed as a Celebration of Seapower for the Millennium. Navarro and Carruthers are stationed aboard the Ticonderoga Class Cruiser USS Hue City (CG 66).
