The suggestion is made that the influence of benevolent laymenwill have a salutary effect when a Council of this kind is proposed,for while the church officials are properly ambitious to push thework of their own denominations with vigor, the layman, who is tocontribute the money, is sometimes more likely to see the wisdom ofavoiding waste, than the Superintendent, who may unconsciouslybe influenced by a desire to make a record for his denomination. This plan is recommended to sections of the country with a lessfavorite climate and with tlie assurance that peace in the soul is ofmuch more importance than sunshine and balmy air.
