Alderman Flanagan has thecare of all city buildings, parks andplaygrounds. Notable pulilic improve-ments during his administration havebeen the constructon of the newOliver (Centrar* Grammar Schooland the addition to the Tarbox Gram-mar School, over which he had super-vision. The supervised playgroundmovement has been largelv developedsince his induction into office, and thecitys park system has been consid-eralily extended. He is married andhas two children. F^niiegan is a native of Law-rence, being 1)orn here April 15, attended the parochial and publicschools of the city. Upon leavingschool he started to work in the mills,and later was employed in the meatand provision Inisiness. Fourteen yearsago he became connected with theStreet Department, and has sinceserved in various capacit es in thatmunicipal department, securing a widerange of experience. In the municipalelections of 1915 he was nominatedand elected Alderman and Director ofEngineering for a two-year term, andhe was re-elected in 1917 for the years1918 and 1919. A number of impor-tant improvements have been made inthe Department of Engineering underhis supervision, including the recon-struction of the east section of the
