Public lotteries are not new - they were first established in England during the reign of Queen Elizabeth I, (1558 - 1603) but were abolished in 1826. Circulating libraries thrived in Bath from the second half of the 18th century, and were popular amongst gentry as a form of relaxation after taking the waters. Some booksellers diversified into lending books in return for a membership subscription. This painted advertisement, at 43 Milsom Street, Bath is believed to date from before the lottery abolition in1826.
