We have advised our governments as follows: (1) That the Ukrainians have organized a rebellionin the district of Kiev in which nationalists, anarchistsand Bolsheviki have taken part. (2) That this rebellion is the more dangerous, because,owing to the complete disintegration of the Austro-German troops, the invasion of the Bolshevik army inthe country might spread considerably. (3) That the Bolshevik troops threaten especiallythe northern border of Ukrainia. (4) That in case of the realization of this threatthe rich collieries of the Don district, which are of thegreatest importance to the transportation lines, also thefactories and military depots, will consequently fall intothe hands of the Bolsheviki, which might result in thecomplete control of Ukrainia
