Addressing the nation from the foot of the Washington Monument tonight, President Roosevelt hailed the constitution as a 'layman's document, not a lawyer's contract' and struck out at the Supreme Court when he declared its legalistic interpretations on occasions have delayed at 'terrible' cost needed social and economic reforms for 20 years or more. The speech climaxed the Commemoration Constitution Day throughout the country
