Addressing the nation from the foot of the Washington Monument tonight, President Roosevelt hailed the constitution as a 'layman's document, not a lawyer's contract' and struck out at the Supreme Court when he declared its legalistic interpretations on occasions have delayed at 'terrible' cost needed social and economic reforms for 20 years or more.
