Whoever invented the first wheel probably had to invent a flat surface for it to run on. If there's a ridge upwards or a groove downwards to guide the wheels, you have a tramway or railway. Trams carry light-weight goods and don't need a locomotive. Railway trains are generally much heavier. Christchurch has had trams since 1880. Like omnibuses, the original form of public transport, the first trams were horse-drawn. They soon made way for slightly cleaner and more predictable steam trams.
