Jay Sego, commanding officer of Naval Support Activity Panama City during an all hands meeting held September 7, 2018. While on duty at the entry control point to the base, Petty Officer Zar spotted an elderly gentlman driving erratically as he attempted to enter the base on August 9, 2018.
