Jumbo jet passes over the M25 Motorway just before landing at London's Heathrow Airport in the UK.

The M25 Orbital Motorway is 117 miles long and the traffic flow near Heathrow makes it Europe's busiest motorway. Variable speed limits have been introduced on the M25, the first time this system has been tried in Britain. The UK's motorways are now five times busier than their original planning estimates expected and indicate a severe lack of capacity within Britain's road transport network. Many experts believe the nation's transport problems are so profound that the country will not be able to build its way out of crisis no matter how many new railway lines, bus lanes or motorways are constructed. Successive governments have periodically sanctioning road-building programs that have failed to provide a realistic solution to the traffic congestion facing the country.
