The highest portionof Ship Sands, excepting the narrow ridge of sand in the second mile on thesouth face of the island, is liable to he flooded with 3 feet of water at highesttides. In order to provide for drainage the whole area of the terminal site wouldhave to be raised somewhat higher than the highest part of this sand ridge. Abridge 1,500 feet in length would have to l)e constructed to connect Ship Sandswith Sandy Island. Sandy Island is in reality an island only, at extremely high tides, when the
