If the second andthird lines not needed by the people had been builtinto the north of Ontario and Quebec thousands ofsquare miles, now imtenanted, would have been ac-cessible, adding new resources to the country. Com-pare this map with those of the other British domin-ions and India, where railways are planned in theinterests of the whole state. This wasteful duplica-tion is the fundamental wrong of private ownershipon a competitive basis.
